Job Description:
We are looking for an engineer with solid pipeline cost estimating and scheduling experience. Oil or gas pipeline experience is preferred. The pipeline engineer can work from El Paso, Texas or Bloomfield, New Mexico.
The Project Controls Engineer is responsible for the company-wide project control, project estimating, pipeline specifications, and consulting services to various project managers and management. Accountable to provide quality budgeting, management reporting, forecasting, trending, commitments, and estimates for completion of capital and expense Petroleum Pipeline projects. Works closely with the Management team to ensure the objectives of departments are achieved for the oil or gas pipeline.
Major Job Tasks
1. Develops project controls that have a significant accountability for project coordination, maintains budget oversight and management, and oversees the close out of projects with the accounting departments and Project Engineers. Coordinates projects with Project Engineers and initiates required action to keep project on schedule and within budget in accordance with company procedures, pipeline contracts, and regulatory requirements. Develops and maintains cost estimates for routine work, unplanned work, and capital projects. Implements cost control measures to achieve targets. Assists with the scheduling of equipment and material delivery. (30%)
2. Provides daily leadership to multi-discipline work groups and teams. Oversees the activities of Project Engineers and contractors on a construction site/project within multiple disciplines. Monitors various departments progress against work process milestones, identifies performance gap, and initiates action to close the gaps. (30%)
3. Meets with the Management team on a daily basis to ensure the objectives of the department are achieved. Establishes project objectives with management, reviews, and reports performance of project activities. Reviews project change orders. (20%)
4. Ensures work plans are developed with the highest regard for personal safety and environmental excellence. (10%)
5. In conjunction with the manager of maintenance develops and optimizes a contracting strategy for the Company. (10%)
Knowledge, Skills, and Abilities
1. Thorough knowledge of a professional or technical field such as engineering.
2. Working knowledge of pipeline processes, equipment turnarounds, job estimating, planning, scheduling, and field execution.
3. High-level skill in planning and scheduling software tools such as Excel, Word, Microsoft Project, and Primavera; as well, as computerized maintenance planning software.
4. Demonstrates a high level of supervisory and leadership skills. Facilitative Leadership proficiency.
5. Ability to communicate with a variety of audiences, including senior management, external vendors, and suppliers. Demonstrates a high level of negotiating and influencing skills.
6. Ability to express thoughts in a clear and concise manner both orally and written. Written communication skill to compose correspondence, reports, and proposals. Oral communication skill to communicate with customers, co-workers, and business contacts in a courteous and professional manner. Ability to make presentations outside work group.

Education and Experience
Bachelor's degree in Engineering and at least 8 years of pipeline cost estimating and scheduling experience with detailed knowledge of pipeline specifications and standards or equivalent combination of years of education and experience.
Petroleum Pipeline experience is preferred.
Must be able to travel 50% of the time.
